Quick Answer: where to get pebbles
Your first five Winter Burrow pebbles are behind your own burrow, past some harmless bugs. That is enough for Bufo's opening request and it needs no tool at all. After that there are three renewable sources. Players report Winter Burrow pebbles respawning in the lake area above Bufo's house, which makes it a route worth re-walking. You can also farm them by breaking the big grey round boulders scattered around the world. And once you have the Granite Pickaxe, Granite Boulders yield granite and sometimes pebbles too, so granite mining doubles as a pebble run. One rule matters more than any location, and it is buried in the next section: pebbles sitting in your burrow storage do not count toward quest objectives. They count for crafting, but not for quests.
